Running Tweaking programs on Windows PE

When I try to run the following Tweaking programs in WinPE I get the following results:

1. Repair_Windows.exe [extracted to Desktop from Windows_Repair_AIO.zip (MD5 B500FF2E0E116B17643AAFEB63D285DE)]:

CPU runs at 98% and program GUI does not appear. 

2. ResetFilePermissions.exe and ResetRegistryPermissions.exe

I cannot find a way to direct these Tweaking programs to an offline Windows installation at C:\Windows.  The program only changes permissions for the Windows PE RAM disk (X:\Windows). 



Is there a solution?

Windows Repair is only designed to run on normal Windows.
