Your link isn't working.

Has this anything to do with Norton antivirus products and how is it affecting you ?

I don't see that Norton is installed on my system;

Its affecting google web browser.... every so often, click on a link, it opens a new popup link randomly. Tried to install popup blockers, still no effect...
Have deleted it from all cookies, still, appears...

Its definitely a THREAT.....

You could try resetting the browser to defaults but also run a scan with the free ESET Online Scanner to see if it finds anything, but AdwCleaner is usually very good at finding and removing PuPs and PuMs and NRnR should have removed any Norton residue should you have ever had it installed.

If you still have problems after that then I'll contact another member who is an antimalware expert to have a look for you.

Use the Rootkit scan option in Norton Power Eraser as Google Redirect is thought to be a Rootkit Trojan.

 Have you tried Malwarebytes?  That domain does not exist, so Malwarebytes would by my FIRST move:

Check Chrome as well:
Type in chrome://settings/content/notifications in the search bar
Click three dots on the right-hand side of each suspicious URL and click "Remove" under anything wth a similar domain name.

MBSetup-80562.80562-consumer seems to be a derivative of MBAM which the OP has run without success.
