If you were unable to open a Command Prompt (Admin) how were you able to run those commands, or have I misunderstood you ?
Do you have the latest version of the repair program -
www.tweaking.comCan you uninstall the repair program, reboot then reinstall and try again.
If it continues to fail, open Event Viewer, ensure Event Viewer (Local) is highlighted - if it isn't, just click on it.
When it has read the data, click on Error then on View All Instances of This Event in the lower right pane where you will see date and time stamped errors.
Click on one that coincides with you trying the repair program and more info will appear in the pane below.
Let me know what it reports.
