I've run Windows Repair on two separate computers today, and the application finds on both of them that there is a missing file.  The application says

"Missing file: files \permissions \7 \ windows.7z"

Because of this, the application will not run.

What do I do?

If they were both fresh installs, uninstall at least one and install an earlier version from the right pane at https://filehippo.com/download_tweaking-com-windows-repair/

I've occasionally had a file check fail when I've loaded the program and found a reinstall has resolved it, but to find the same missing file on two separate installs could point to a conflict with something installed on those machines and opening the program in Safe Mode may not even resolve.

Let us know which versions you try and in what mode and how you got on.

I was using the portable version of 4.0.0.16. I shall download it again and report here the results.

I've never used the portable version and just have it installed on three laptops.

the version I had was downloaded from MajorGeeks, so I downloaded the portible version from Tweaking.com. I placed the new Portable version on the desktop, booted into the safe mode, executed the repair, and it is working. I must have gotten a bad version from MajorGeeks.
