1. Tweaking.com AIO does not boot to safe mode from desktop 'launch' to "Boot to Safe Mode."
2. Must launch into Safe Mode from Advanced Settings F11
3. Once in Safe Mode Tweaking.com AIO will not 'activate.'
      a. "Administrator: Pre-Repair Command" does nothing
      b. AIO is completely inactive until
      c. "Administrator: Pre-Repair Command" is 'deleted' and a single operation 'opens'
      d. Ditto every step 1 thru about step 39 and then program completes sequence but
      e. Does not repair anything (attempting to repair audio)
Have run MBR repair with no change.
Run sfc /scannow - nothing
Two days efforts - nothing
All regular computer features work, no audio and Tweaking.com OIA does not work in Networking Safe Mode.

Boot into Safe Mode with Networking and reinstall the program.

In that mode, Win 8/8.1 and 10 disables wireless so you would need to wire up.

If you don't have an Internet connection in that mode then the program won't activate.

You can manually enable wireless in that mode while on the desktop press CTRL+ALT+DEL - click on the wireless icon then on your SSID and select Connect.

Click away from that pane to cancel it then click on Cancel where the wireless icon will become active.

You may need to go to the audio vendor site to reinstall the driver.

I've come across where adware has disabled audio but reinstalling the driver has resolved that.

Have you ran an antimalware scan with a robust scanner like the free version of MBAM ?

Boggin,
Thanks for taking the time to offer sugestions to get Tweaking.com AIO working.
I have found the problem. I realized I had not run a System Restore. DUH! When I did, I received an error message that a registry item from Bitdefender Total Security 2018 had kept the System Restore from completing. (System Restore did complete)
I uninstalled Bitdefender and reinstalled Tweaking.com AIO and it ran as it should AND repaired my audio as expected.
It will be interesting to see what happens when I reinstall Bitdefender and what happens, if anything, to cause problems/conflicts with Tweaking.com AIO.

PS: Just discovered:
1. Bitdefender IDs Tweaking.com AIO as “Malicious Software”
2. Bitdefender ID’d Malwarebytes as needing to be removed
before installing Bitdefender. AFTER Bitdefender was installed
    Malwarebytes was installed. ???
3. Bitdefender, AIO and Malwarebytes all installed with no apparent conflict

I use Norton Security and it went through a phase where it actually kicked out WR's .exe and wouldn't let me reinstall the program.

I had to white list it for a while until the Definitions moved on.

When a system restore fails because of an AV program getting in the way, the workaround is to try it again in Safe Mode where all 3rd party programs aren't loaded.
