Missing Installation Files on Windows 10 Install

I'm attempting to install Windows Repair Pro 4.09 on a fresh Windows 10 Pro installation.  No matter how I install Windows Repair Pro 4.09, I get an error checking the files, that 7 files are missing.  I am running Norton Internet Security and Malwarebytes Pro, with both turned off for the install.  Also tried installing as Administrator, and every other possible variation, but no difference.  I searched and didn't see this exact same problem.  Any ideas?
Missing File: files\registry_backup_tool\files\Backup_Failed_Message.exe
Missing File: files\registry_backup_tool\files\vss_pause.exe
Missing File: files\registry_backup_tool\files\vss_start.exe
Missing File: files\registry_backup_tool\pcwintech_tasksch.dll
Missing File: files\tweaking_ras.exe
Missing File: files\tweaking_rati.exe
Missing File: pcwintech_tasksch.dll

It's possible that NIS has something to do with it.

Try a reinstall in Safe Mode with Networking - check to see that it works and then again in normal mode after the restart.
