Help: Windows login screen flashing showing no users

Done all the usual stuff;

Seems or Apparently, their is a loop to update or repair;

how to manually delete the repair or update from a command prompt after running the repair CD to see if that solves the issue and try getting back to user ID logon screen after booting?
* Hopefully doing so will allow us to run the upgrade option from the original CD restoring the operating system;

Word of advice MSFT? Key Command to force only administrator logon after system starts, similar to alt/ctl/del but; it opens up the administrator account!

Well, had to re-install again; who could guess that?

Dear MSFT; please see to add an option to be able to upgrade from an install disk WITH a system that already has a license KEY INSTALLED...
Although the install disks don't have this feature, you can add it with an update that people can run from a command prompt

(An upgrade repair is the only solution with systems reporting user damage);
