Windows 10 Anniversary Update

The Windows 10 Anniversary Update, July 12, 2016  KB3172985 (OS Build 10586.494), did not reboot to finish the update. It never came back from a restart. As a result, now I do not have the start menu, no cortana, app store gone, most apps gone, right click taskbar menu gone. Also when i try to open setting via the cmd window I get "cannot find ms-settings the wait operation timed out". This message is constant on most commands. My windows 10 is the upgrade from windows 8.1 and performed flawlessly until that update.

Ever since PC wants to 'upgrade & shut down' but doesn't or can’t. At start up PC tries to finish update but is not able. "We couldn't complete the updates. Undoing changes don't turn off your computer. This happens every day. I have searched & searched but have yet been able to find a solution and being computer illiterate does not help. I hope that one day I will find the solution. I am hoping that this forum will help me find a successful solution. Thank You

I think it must be trying to update you to 1607 build - not sure why it is failing though.

From the desktop does CTRL+ALT+DEL get you the option to open Task Manager ?

If that works then click on File - Run new task then type cmd.exe into the box - check the box to run task as an admin - OK

When the cmd prompt opens, enter sfc /scannow to see what that reports.

Thank you Boggin for your fast reply. I did as asked but had to restart PC as Task Mgr would not open; I have had no problem with TM before.
The scan stopped at 46% with this message "Windows resource protection could not perform the requested operation"

Try this one -

dism /online /cleanup-image /checkhealth

and if that one says the volume is repairable then enter -

dism /online /cleanup-image /startcomponentcleanup

This next one may or not work, but give it a try -

dism /online /cleanup-image /restorehealth

The last two can take a while to run but if they complete, try the sfc /scannow again.

If you still have problems then a manual upgrade to 1607 may resolve, but see how you go with those.

It's getting late here in the UK and I'll be off to roost shortly so I'll give you the steps to manually upgrade to 1607 should you need it.

You will need to create an install disk for 1607.

You can download and Save the Standard 1607 14393 ISO from http://windowsiso.net/

Hover over Win 10 in the top menu bar then over AU 1607 and select Standard where you'll have the choice of 32 or 64 bit when you scroll down for the applicable language.

You can then use Windows own USB/DVD Burner Tool to create the install media of your choice.

When you have created the install media, open Windows Explorer - This PC - insert the install media and double click on the drive.

A DVD will start the install straight away but if using an USB then when it opens, double click on the setup Application.

It's best to disable any 3rd party antivirus program but Windows Defender shouldn't disrupt the install.

If you are using a 3rd party antivirus program, you could try disabling that to see if the updates will succeed after running those previous commands.

Off to roost now but will be back in about 8 - 9hrs.

Made the "manually upgrade to 1607" DVD and got these results:

Can you run a chkdsk /f from the cmd prompt to see if that will run and if it reports any KBs in bad sectors.

Enter y when prompted then enter shutdown /r /t 00 to effect a reboot and let it do its thing.

I'm not sure if you can get into Event Viewer to view the log, but if you can, expand Windows Logs - click on Application then look for a Wininit entry - click on that then read the log in the scrollable window below.

Should you not be able to get into Event Viewer, watch the screen as the scan completes and you just have time to read near the bottom what it gives for KBs in bad sectors.

If no bad sectors and the updates or the manual update still doesn't work, then it may be that you are going to have to do a Reset this PC.

This will keep your personal stuff but will remove any programs you have installed, so if you have any paid for programs you will have to make a note of their product keys.

Press and hold Shift throughout a Restart and click on Reset this PC then select the option that will keep your personal stuff, but it may be advisable to first create a system image onto external media as well as copying your personal stuff separate.

chkdsk /f resulted in "Chkdsk cannot run because the volume is in use by another process. would you like to schedule this volume to be checked the next time system restarts (y/n)".

I have run chkdsk earlier in other attempts to find fix. No bad sectors were found. Among programs tried were Tweaking.com windows repair & Tweaking.com Technicians Toolbox.

got in event viewer but not sure if I see what you are talking about?

Event viewer (Local)\Applications & Services Logs\Microsoft\Windows\WinINet. There are 2 WinINets. one has WinINet (Microsoft-Windows-WinINet-Capture) which has a Capture/Analytic log that is blank nothing in it.

The other WinINet has Config/ProxyConfigChanged log

I would really hate to do a reset this PC BUT if that is what it will take to get my PC back to normal that is what I will do. However it will take a while to gather up all the programs information.

You need to expand Windows Logs first and then click on the sub heading Application and then look for a Wininit entry with a time stamp for when you ran it.

Did the chkdsk /f complete to 100% before it rebooted to Windows ?

Have you tried a sfc /scannow or the updates again either through Windows Update or manually since running the chkdsk /f ?

If they still don't work then I can't see any option but to try the Reset this PC.
