[SOLVED] Windows 7 can't log on to any user account

I have a Windows 7 PC that has a 1 user and 1 admin account. There are no passwords on any of the two accounts. However when you click on any of the two user account icons you get the following error message: "The user name or password is incorrect". What makes this more weird is that you never get a box to enter a user name or password.

What I have tried the following so far without any success:
1. I have even removed/reset any and all passwords using a password removal utility to blank no passwords.
2. I have done a system re-store.
3. Windows start up repair.
4. Ran Kaspersky system restore ISO CD and it found no viruses.

Any help will be much appreciated.

Just for clarification, what was the command line you used to copy the original sethc.exe file back ?

copy c:\sethc.exe c:\windows\system32\sethc.exe

Just for clarification, what was the command line you used to copy the original sethc.exe file back ?

well, seems they could make a fix it for that here;
and copy the data over here at least in case the website or page gets deleted like so many do these days...
