Unable to update, repair, refresh or restore windows 8.1

I think, but I m not positive, that during a windows update session a couple of weeks ago we lost power. Now it seems that all of my restore points have been deleted, my windows 8.1 and 8.0 repair, refresh or restore options don't work (I get a message that says - The Drive containing the Windows system is locked, Unlock the drive and try again). I have tried everything short of Format and reinstall....
I have run several apps (including yours) trying to figure this out. I have all of the logs but I don't know which of them would be relevant to you. I also ran "List Volume" in "DiskPart" - It shows the OS on "C" drive as the boot and Recovery as the System. Is that normal?

As I was making the new repairs for Windows 8 I found that 8.1 had even more commands added to it, to help and try to fix a broken Windows. Lets try some of those :-)

Right now the Repair Windows 8 Component store (Winsxs) does this

Dism /Online /Cleanup-Image /StartComponentCleanup
Dism /Online /Cleanup-Image /RestoreHealth

These commands work in both 8 and 8.1. But in 8.1 we can do a little more. Such as the reset base command

So open a cmd.exe window as administrator and try
Dism /Online /Cleanup-Image /RestoreHealth /ResetBase

After that, since the winsxs folder will have all older files removed, it will make that folder even smaller and then try the
Dism /Online /Cleanup-Image /RestoreHealth

The resetbase option is not recognized in this context.

Odd the page shows

Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase

Zip the log up for me and post it, maybe it will tell me why it failed.

Did you copy and paste the command in or did you type it in?

I copied and pasted it to the admin cmd prompt.

There are some other quirky things going on as well. Maybe it'll help diagnose the problem. The folder in the task bar does not open. I cannot "right click" on any app on the desktop. I have to use a work around to reach am admin cmd. Explorer.exe crashes and Outlook seems to lock up when exiting and leaves the outlook.exe "closing" until I go into the task manager to end task.

OK lets try a few other commands to see if we can get it to play better.

Run these commands in order.

sfc /scannow
dism /online /cleanup-image /spsuperseded /hidesp
dism /online /Cleanup-Image /StartComponentCleanup /ResetBase
Dism /Online /Cleanup-Image /RestoreHealth

Reboot then do

sfc /scannow again.

Progress at least, the resetbase worked this time.

But the restore health still failed. Zip up the log file and send it.

From what I can find on it, it cant find files it is looking for, it is set to use windows updates to pull files as well, but unless windows updates is not working right then it should have been able to pull the files. From what I can tell you can try to tell it to use a offline image of Windows 8.1
