The web page load is up is because of the accumulation of cache and files in the temp folder. First go to Windows\temp folder in c: drive and delete all the files. Download CCleaner from piriform home edition and then opt for analying and cleaning, the default analyse, and then application and then registry. It will clean all the cache and unwanted orphaned files in the registry as well. Then try the web page, it will be more brisk and have firefox as browser. This is my recommendation.
Regarding booting timings, it depends on the start up program, when your computer starts up. You would have enabled auto updates of some of the application and also would have enabled auto scan by some program. This you could open ccleaner and then in the startup tab, you will find the list of programs that start with the booting and disable some of them which is not at all needed. If you want , you could click those shortcuts of the program to work. You could there by limit the loading of programs at the start up and increase your speed at booting. If there is any hitch, then enable those program which prevent normal booting. Ok. I found ccleaner is a wonder free tool in this regard. You could customize file cleaning by including c:windows\temp in cleaning whenever you clean the system. Clean once in 2 to 3 days and your problem would be gone. Do not install unwanted registry cleaner. It destroys the system sub files, while cleaning. Use CCleaner and use it to your advantage
