Windows 7 operational errors

I am having several problems with my Windows 7 Home premium 64bit OS in my HP Paviion PC p6720f, AMD Phenom II 840 T processor.

1. I cannot create any additional Users, either Administrator or guests. I get error saying failed or unable to logon. Tried deleting and creating new ones and restarting PC, but  to no avail.
2. I cannot create, nor use, any restore points. I get error:

System Protection
The restore point could not be created for the following reason: An error was detected in the Volume Shadow Copy Service (VSS). The problem occurred while trying to contact the VSS writers. Verify that the Event System service and the VSS service are running and check for associated errors in the event logs. (0x80042318)

I also cannot back up the registry using the Volume Shadow Copy Snapshot at your Tweaking.com windows repair tool.

I have run several cleanup, antimalware and antivirus tools, including yours, and the system seems to be virus free. However, the problems persist. Feels like a corrupted or missing file somewhere. Any ideas? Thks in advance for any help.

Does sound like some corruption.

Did you run all the repairs in my Windows repair tool?
