.Net Framework errors in Windows 10 v1903

Hi.
Since Tweaking seems to know so much about the system, I desperately hoped at last having found this app, that it would repair my system, but, sadly, it did not succeed in doing so.

Since v1903 was installed in June, I am receiving error messages from several apps, all saying that 'to run this app, install .Net Framework v 4.0" - which the system prohibits installing, because it includes a newer version already (4.5, 4.8).

My apps with the error are MOM.exe (part of AMD Catalyst Control Center), Lookeen file-parser, Copernic.
(At Copernic they answer having it run normally on their Windows v1903 system.)

Also the Power Shell will only flash on/off, not run, see attached screenshot: => .Net Framework v4.0 not installed.

The windows troubleshooter wizzard is failing to start up too, though it doesn't mention .Net Framework as an error source.

All of them used to function correctly until v1903.

Any ideas welcome.

Yes, .NET Framework 4.0 is part of Win 10 just as .NET Framework 3.5 was part of Win 7.

Generally where a problem occurs following an update, you can contact Microsoft Support about it and ask for help which will be free.

However, see if opening a Command Prompt (Admin) and entering these cmds will resolve.

dism /online /cleanup-image /restorehealth

sfc /scannow

exit (to close the cmd window)

The dism cmd should eventually report as successful, but let me know what the sfc /scannow reports.

Each will take a while to complete.

Tom, thank you for caring. Those things I had done to no avail before even getting here.

In the mean time the problem was solved completely for all apps mentioned by resetting Windows 10.

(Quite some work to get back to what I'm used to, but a clean up of unneeded things too).

Thanks for the update and that you were able to sort it.

Yes, that's what I call the nuclear option and I've had to do that once with this machine and while it retained my personal stuff, I had to reinstall all of my programs.

It is an useful option none the less and can be quicker than a repair install.

I did a repair install of my 1903 and it took about 7¼hrs.
