Do you get that if you boot into the advanced boot options through Windows ?

If so, then use that method and I'll pass this onto Shane.

I would advise though that you create a system image onto external media first before running the repair program.

What is the reason you need to run the program ?

Have you downloaded anything recently ?

Can you right click on the taskbar and select Task Manager.

If this will be the first time you have accessed Task Manager, you will be presented with a blank window - just click on More details bottom left.

Under Processes check to see if anything is hogging the CPU.

Clicking on CPU will sort to highest user first.

Under Start-up will show if any of your start up items have a high impact.

If there's nothing obvious, click on File/Exit then go Start -type %temp% and press enter when it comes up.

If that is highly populated then press CTRL a to highlight then CTRL d to delete.

Confirm then check the box and select Skip - you may need to empty the recycle bin afterwards.

I've just checked my other Win 10 laptop (1809) and I don't get a log in screen whether I use Windows or the program to boot into Safe Mode with Networking.

I used to when booting into that mode through Windows, but I would have to check this 1803 machine later to see if I still get it.

You can delete everything in %temp% - you may be left with just one or two files still showing but when you get a build up of files in there, then that can reduce a machine to a crawl.

I've checked my 1803 machine and I was also able to get straight into Safe Mode with Networking, so it looks like that is normal.

You haven't answered if you have recently downloaded anything or if you have a large number of items in the Start-up menu that have a high impact.

These programs will be running in the background and unnecessarily taking up resources.

The only thing I have enabled in mine is the Realtek HD Audio Manager - the rest are disabled.

Has there been any improvement in performance since deleting those files ?

If not, one other thing you could try is to reset Chrome to defaults.

This article will show you how and what that does. - https://support.google.com/chrome/answer/3296214?hl=en-GB

Which antivirus program are you using ?
