Desktop ,Gigabyte GA-78LMT-USB3 , 3-core  Athlon+. Mouse is a Microsoft basic optical. Same combo worked for a couple of years. Trouble started about the same time as I started using windscribe VPN, but  uninstall and removal of the VPN caused no change.

Does it have an eye that can accumulate fluff or have you checked to see if there is a driver update ?

When you go into Device Manager and right click on the mouse to check if there is a driver update, under Properties click on Power Management and uncheck the box to Allow the computer to turn off this device to save power and see if that produces an improvement.

I found device manager and found the driver was up to date, I found properties, but did not find power management .I did try to install the driver for the mouse, but that didn't help.

When you right click on the mouse and select Properties, do you not get the same as mine - I use a Logitech Unifying Wireless mouse but the majority of devices have the Power Management option.

How do you connect the mouse - USB or PS/2 ?

Do you have any restore points that will take you back to before using that VPN ?

I'm sorry , but i clicked on human interface instead of mice and the power management was there and the shut off was not selected, the other selection allowed  waking up the computer and it was checked. My mouse it USB  and the system restore is empty.

That's how mine is set but the default is to Allow the computer to turn off this device to save power and the user normally has to uncheck that box.

It's not unusual for Win 7's restore points to go missing without explanation and is difficult to nail down - I assume System protection is enabled ?

Have you tried the mouse in different USB ports ?

It's possible it could be the mouse and just a coincidence that it occurred at the same time as you installed that VPN - but you would need another machine to plug it into.

Do you have a friend or relative whose machine you could check it out on ?

I grabbed a mouse (intellimouse) from my working win10 system and plugged it into different usb ports and there was no fix. It loaded a different driver.
