Repair Windows updates

I have problems with Windows Updates.  Tweaking.com repairs has reported, it seems, several missing files. I have looked up NET HELPMSG 3521 and can find nothing that refers to Windows 8 (My computer won't update to 8.1). Is it possible to download C:\ProgramData\Microsoft\Network\Downloader\qmgr*.dat and install it and the various deleted files?

did the pre scan show anything wrong? and the qmgr.dat will rebuild it self when re checking for updates.

Thanks for replying Julian.

The qmgr.dat, whatever that is, does not rebuild itself. My computer keeps downloading the same updates, reports a configuration error and then spends ages undoing whatever it has done. I have checked the updates and tried to install them manually and I get the message that they dont apply  to my version of windows.

I have run the pre scan several times and always have the same missing reparse points. I can't get permission to access the relevant files and this is what the log reports:

I have other problems with the computer: Windows 8 apps won't open and I can't update to Windows 8.1

Hmmm okay so lets see sounds like you have more than one issue have you tried running all default repairs in safemode with networking? then after running those repairs restart back up in safe mode with networking and start the same default repairs for a second time?

Yes several times. I ran the latest yesterday and am enclosing the logs with errors on them. Most of these concern access denied and missing files.

I used to have IO Bit software on this computer and was advised to deleted it as it is known to cause problems - some files however refuse to delete.

Can you suggest where I should begin to repair this computer and how? I have googled most of the error codes and have in vain tried to resolve them.
