I am having C# programming failures that are hard to explain. I went to check on the .NET updates and saw an update that failed on April 4. However, I also saw that Explorer 11 update was successful. Are these the same update or 2 different updates?

2 different updates.
The IE 10 updated downloaded the same time it also did upgraded IE to 11, so since it was at 11 then 10 would simply fail, that is ok and shouldn't of hurt anything.
When it comes to .net I found that if it is not working correctly the best fix is to totally wipe it out and reinstall .net fresh. The .net removal tool does a great job at removing it, and then when you reinstall it .net works like it should. So far it has been the only way to get a 100% result of fixing .net.
