Win 10
Attempt to create a second user account ( I only have one; my administrator account) fails. From control panel I can only edit my account, but see no option to create an ordinary user account.

I have Win 10 Home and only have the one default admin account and not created a MS account.
However, I worked my way through to creating a second user account but stopped short of actually creating one - but found I'd followed the exact steps as for Win 10 Enterprise users as in this article -

I think it's optional whether you set a password or not, but it will only be a standard user account.
