microsoft security essentials and windows firewall

i had panda internet security to protect my system the last two years.
when expired i unintalled it and i tried to install microsoft security essential and activated the windows firewall.
(note : in the past both operations could activated)
i tried everything.
i check microsoft net.framework 4(i used clean up tool and reinstall and i update from the begin)
i check bfe service and windows authorization driver
even i check registry key's rights
i keep taking error 13 code relative to wrong settings and 0x6d9 for advance settings of firewall
i tried to restore but the process doesn't finished, somekind of power problem turn of the computer before the restore ended

Have you tried my repair Windows firewall and Repair WMI tools yet?

of course. this way i learn for this forum.
it was very helpful with another porblem i was facing with my network,
but it didn't help in this situation.

I use the free version of Avast my self.

MS has the slowest scanner out there, so it does slow down your system when opening files since it is scanning them first. Avast has the faster scanner :-)

I don't install the web shield and I disable the sandbox in avast. Does well.

Are you able to start or change anything in the Windows firewall manually?
