Yes, I have seen it in every version since XP. It is the SSDP servicer that causes it. It is used for looking for and working with UPnP devices on the network. The service at random times will causes explorer.exe to hang for a little bit. When a program goes to make the system tray icon it sends the create icon command to explorer which then makes the icon. Well when explorer.exe isnt responding for a bit then it doesnt make the icons when the programs asked.
For me, since I dont need UPnP on the network I disabled the service and havent had the problem since. Also it doesnt happen every time, it is random when it happens with the service and I havent found out what the trigger is.
