Tweaking.com Support & Help / Windows Repair applicable from BootCD onto Offline Windows?

Assume I copy Windows Repair tool onto a WinOS Boot CD or WinOS USB flash drive.

Then I boot the computer from this DVD/USB flash drive and start Windows Repair Tool.

Can I repair the offline WinOS on hard disk or only the currently running, active WinOS?
