Many thanks, Boggin, for all the help.
I was able to get into the restore partition, however, the OS restore wouldn't take. I took the hit and did a factory restore. Lost everything on the PC, but now the PC works.

Guys, many thanks for the Kaspersky info, but it found nothing.
When the computer is booted, it shows-Install Windows - "Setup is starting services". After several seconds it shows a box with "The computer restarted unexpectedly or encountered an unexpected error. Click OK to restart computer, then restart install."
When OK is selected, the computer repeats the above.
Is it possible that the OS is corrupted?

Any thoughts?

Thank you all for any help you can provide.
I have an Emachines small form computer, running Win-7 home Premium. AMD Athilon II 2.8 GHz. 3GB Ram, 1TB HD.
When booted, goes to windows screen and displays: starting windows services. gives notice that can't load windows due to problem (unspecified). Says reboot to load windows, but simply repeats when rebooted.
I ran Hirens boot 15.2 AND Ultra boot, but cannot get a boot into windows. I suspect a bad Master File Table and a virus that may have corrupted windows.
Can anyone make recommendations of what I can do next?
This may seem simple to some  of you but I'm not well versed in comp repair.
