Oh I am very sorry I did not realize the thread above was by some naughty person, However I just came on to report that I was able to solve my problem and it was NOT tweaking.com's fault.
I made a major error in my router blocking keywords section, I added some keywords to block certain websites and for some reason it never affected my Windows XP pc, but did prevent Windows 7 x86 (x86 means 32bit) from doing the Windows updates.
The reason for the confusion is I saw the windows updates working before running the tweaking utility but was on another network, but after completion the community center closed so had to resume the rest of the repairs at home that's when it became apparent the next day W.U. were failing, again sorry for the time wasted, btw excellent program thank you.
