I ran sfc /scannow

When it is finished it found corrupt files but was unable to replace them.

I just installed Windows Repair v.3.8.3 (Pro version) and noticed that it recommends running it in "Safe Mode with Networking".  I'm hoping that using it will fix my problem I get when I try and install MS Visual Studio 2015 Community version which is:  "The file or directory is not a reparse point."  When I reboot to Safe Mode with Networking and try and run Windows Repair I get the error: "Invalid Picture".  I didn't notice if my ESET Smart Security was still running or not.  Trying to run Windows Repair in Safe Mode with Networking is the first thing I try after booting to Safe Mode.  Not sure what other information you might need or are looking for.

Figured out how to fix this using msconfig.exe. Thanks anyway.

I used one of your programs to reboot to safe mode and now I can't get it to boot normally even when I select to boot Windows normally after using F8. None of your programs will open in safe mode.  I was going to run Windows Repair Pro in safe mode. Either I get invalid picture when trying to run one of your programs or just nothing happens.
