Can I download windows repair to a flash drive and install it on my laptop? I tried but only got the files and the program itself isnt running.

I found in task manager some kind of key monitor and a trace task. When I finish with the tweak repairs I find all kinds of files that kind of look like they are related to everything that was repaired. Then when I reboot it takes about 10 minutes to start up and all the repairs are reversed. I dont know what to do. Im running windows 10,on a Hewlet Packard pavilion m7. The reason Im running tweaks is Ive lost most of my permisions. My settings change with out me doing it. My file system is all marked wit wrong ext. I have a system interupt that sometimes takes my cpu to 96. Some websites get blocked when Im looking for help sometimes. Its like someone else is running my computer.

I think it downloaded full update. I ended saving to desktop. When I double click it, it acts like its going to do something then error messege that says not enough space. Im not very knowledgeable but I dont have anything on my computer. no music no movies. might be a few pics, there should be plenty of room. I have windows 10 hP pavilion m7 comp.

I had to down load missing update packages but I don't know where to save them to. Can anyone help me? I have windows 10.
