Did you have to contact MS to have it reactivated as you'd changed the motherboard ? Yes

Does update or reliability history show as any updates absolutely failing ?No

After I replaced the motherboard and CPU, I booted from the original install. It booted up but then told me it was not  "Genuine".  I spoke with Microsoft and they gave me a new Product Key. The system activated and seemed to work OK. Since my original motherboard was a X79 chipset and my new motherboard is a X99 chipset, I thought I would reinstall and start fresh. I started to use a DVD I had created from an ISO file back around the first of the year.  I realized that Microsoft had released a new ISO image in March 2017 so I downloaded that ISO and burned a new DVD and used it to install the new system.

  I had the problem with the "C:\WINDOWS\servicing\Packages\Microsoft-Windows-TestRoot-and-FlightSigning Package~31bf3856ad364e35~amd64~~10.0.15063.0.mum" and removed the registry entries. After that I ran the pre-scan and got the results I posted earlier.  I downloaded a fresh copy of Windows 10 and put it on a flash drive and re-installed again (without being signed in to Microsoft this time).  I again removed the registry entries and when I ran the pre-scan I got the same message.
"0 Combined Problems were found with the packages files, these files need to be replaced (These mainly only effect installing Windows Updates.)
The SFC (System File Checker) doesn't scan and replace some of these files, so you may need to replace them manually."

The system seems to work OK.  I have run the repairs 4 times without any problems. Just the message from the Pre-Scan.  The dism /online /cleanup-image /restorehealth has run a couple of times with no errors.

I replaced my motherboard and re-installed Windows 10 Pro.  I installed Windows Repair 3.9.32 and when I ran the Pre-Scan I got the following:

It looks like the Pre-Scan detected errors "0 Combined Problems were found with the packages files, these files need to be replaced (These mainly only effect installing Windows Updates.)" but there is not a list of problems.  I have run "dism online cleanup-image restorehealth" and it came back clean.  I am not sure if this is a problem with the Pre-Scan or if I actually have a system problem.

I have run the repairs twice and nothing seems to be amiss but the pre-scan still shows the same issues.

Any thoughts would be welcome.

I installed Windows 7 Ultimate 64bit in September (after a disastrous Windows 10 upgrade).  I wiped my hard drive and did a full install of Windows and I also installed iTunes 12.2.  I can only guess that iTunes did not install correctly because the drivers from Gear were not installed on my system. (I don't use iTunes to rip or burn CDs so I never noticed).

The only other thing I can suggest is to check to see if the GEARAspiWDM.sys file exists in the Windows\System32\drivers folder as well as check to see if iTunes is installed.

Thank you for your quick reply.

The short answer is that the UpperFilters key was set to GEARAspiWDM.

I re-ran the     18 - Repair CD/DVD Missing/Not Working   section and it created the UpperFilters registry key again and populated it with the GEARAspiWDM value.  He is the log file text:

After some searching on the web, I discovered that the drivers from gearsoftware.com had not been installed on my system.  (I did a clean install of Windows 7 Ultimate in September 2015 and also installed the latest version of iTunes at the same time but the drivers were not on my system).

I downloaded the Driver Installer X86 X64.exe from http://gearsoftware.com/support/drivers.php and now Windows sees my CDROM drives and iTunes does as well.

I just updated to Windows Repair V3.7.0 (Pro Version) and have noticed that after running Windows Repair, my CD-ROM and Blu-Ray drives do not show up in Windows 7 Ultimate 64bit.  I had to use regedit to edit the HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Control/Class/{4D36E965-E325 -11CE-BFC1-08002BE10318} key and delete Upper and lower filters (mine only had upper) and reboot.
