I have 15 years experience with Windows/desktop repair and anytime that Windows update was broken (did not display even)--it always required a Windows reinstall (except sometimes MS FIXIT would work--not always.)  Recently however I "found" The Windows Tweaking.com repair tool on Major Geeks and tried it.  Twice it has worked to repair broken Windows update problems (not even displaying)when nothing else would work--just a thank you to Shane.
