General Computer Support / Windows repair "file" stops it from running

A system file is stopping the repair process. Below is a copy the last part of the log, and I attached the entire log. I'm new at this and can't figure it out.
Using Windows 7 Professional
Dell INSPIRON 1464
64-bit
In reference to an Antivirus, I believe I am running AVG. It did stop the repairing, but after I allowed AVG to do its thing, I thought it started running again. I do not know how to disable the antivirus (I know, stupid question, but ....)
PLEASE help me.
"The current repair has failed to start 4 times.
Something is keeping the repair from running.
Tweaking_ras.exe in the files folder is used to run the repairs under the system account, make sure your Antivirus isnt blocking it."
