General Computer Support / system error &H8007007E then failed to load control TitelBar re tweaking module

Trying to use tweaking program to resolve window 7 issue teredo driver, First  system error &H8007007E, and then failed to load control TitelBar  tweaking module.   Trying to get past the tweaking program installation in order to resolve other issues.
