OK finally had a little to time to test out some of the suggestions. Unfortunately none worked, but I did find out what is going on. The PC with this issue was connected to a domain for  short time. What I discovered is that that particular domain has a script that locks down some computer functions with a policy.

The person who is supporting that domain has no idea who wrote the script or how to undo what it does. The script seems to affect some computers differently from others based on who the user is. Features are locked down for certain individuals but not for others. What I have determined is that it is using a policy based on group membership. The PC, even though it is no longer connected to that domain it still has a stuck policy.

I decided to stop spending so much time on this and wiped the HD, reinstalled W7 from a saved image. Now all the W7 features work correctly.

@Boggin - Yes a system restore did not fix the problem even when restored to the oldest date shown on the list. I will try your suggestion as soon as I'm able.

Yes I tried that also but no joy. I just noticed this same problem on a windows small business server 2011 that a friend of mine owns.

I have a Windows 7 PC that will not allow you to customize the Systray icons. When you either right click on the task bar, select properties, then click on customize button on the new window, nothing happens when you do so. If you go to the Systray and click on the up arrow, then click on the blue link that says Customize... nothing happens also.

I have tried several fixes from the 7 forums but those are not working also. System restore does not work also. Can anyone offer any suggestions to get this function to work again?

I have a Windows 7 PC that has a 1 user and 1 admin account. There are no passwords on any of the two accounts. However when you click on any of the two user account icons you get the following error message: "The user name or password is incorrect". What makes this more weird is that you never get a box to enter a user name or password.

What I have tried the following so far without any success:
1. I have even removed/reset any and all passwords using a password removal utility to blank no passwords.
2. I have done a system re-store.
3. Windows start up repair.
4. Ran Kaspersky system restore ISO CD and it found no viruses.

Any help will be much appreciated.

SUCCESS!

Here is what I did. I made a clone copy of only the original "C" drive to another HD to test out different scenarios. I disconnected my original "C" drive and connected the clone drive in its place. When I booted it came up with an error about the boot sector. Windows told me to insert my Windows 7 install disk. I then rebooted from the DVD, windows started up and I selected "Repair my computer" option. The DVD ran and fixed the problem. I then rebooted and windows started up like normal. Now the new drive is a clone of "C" but still booting up from the second HD.

Next I then ran a partition resizing program. I used Macrorit Disk Partition Expert. I ran the program then selected the "C" drive from the list of drives shown in the upper window, I then clicked Resize/Move Volume. I resized the "C" drive to leave 300MB of free space. You can move the slider at the beginning or at the end of the drive image to create the new partition space, I used the beginning slider. Click on "Commit" to start the process. Follow the program prompts until finished.

When done shut down the PC, disconnect the second drive but leave only the clone drive connected. When windows tries to start up it will fail and ask you to boot from the DVD to fix the boot up issue. Again when windows started up, I selected the "Repair my computer" option. The DVD ran and it fixed the problem, then rebooted. This time windows started up like normal, and now from a single drive.

Shane, this problem happens a lot with Windows 7 from what I have seen posted on the Internet. Not sure why this happens or why when installing windows you are not given the option to accept or decline this install parameter.

I just got a hold of macrorit disk partion software. I'm going to clone the windows drive then play with the clone by resizing the partition then moving a copy of the system reserve from the second drive and see what happens. I will report back with the results.

I just built a new Windows 7 64 bit PC with two hard drives. Drive 1 is 500GB, Drive 2 is 160GB. Windows installed without any issues but Drive 1 the C: drive only has Windows on it and no System Partition. Drive 2 has a 100MB partition with the System Partition and the rest of the drive is formatted and empty.  What I would like to do is move the System Partition to Drive 1 or Windows to Drive 2, so that both Windows and the System partition reside on one drive. When I try to clone Windows to the other drive it warns me that there is an existing partition that will get wiped out.

Any suggestions on what I can do without having to reinstall Windows again this time with only one drive installed on the PC?

The shortcut points to "C:\Program Files\VideoLAN\VLC\vlc.exe"

I found the culprit! Setting privatefirewall to allow all traffic still blocks this program from functioning correctly.
I totally uninstalled privatefirewall including wiping out any left over folders and videolan now works correctly.
I then re-installed privatefirewall and videolan continues to work correctly. Weird.

I just updated to vlc VideoLAN and it installs correctly. However when I try to run it I get the following error:
"Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item"

This is bizarre since I'm the PC admin, & I have full rights and permissions.  I ran the tweaking.com Windows Repair (All in One) v2.2.0
and checked every option to do with permissions, files, etc. Every other program that I have installed or updated since this
issue works fine except for this one. People at VideoLAN are not much help with this situation.

I'm running Windows XP SP3 with all the latest patches. Using Avast AV 2014, Private firewall v7 with all updates. Secunia is green
showing all programs are fully patched.  I even uninstalled, ran CCleaner rebooted, turned off Avast and firewall, reinstalled vlc player
with the same results. I'm really baffled by this.

Any help much appreciated.

I followed your instructions and did not locate any files or shortcuts.
I resorted to doing a system recovery and that did the trick.

Thanks for the reply. The item in question shows up when you go into Windows XP explorer.

Right click on "Start", select "Explore". On the left column it is visible towards the top. It shows
a monitor that when you click on it, displays the contents of my computer.

I was messing with Tweaking.com - Advanced System Tweaker and it now shows up. I just want
to know how it got here and how to turn it off again.

See the icon.gif below to view the item as seen in explorer. Icon2.gif shows it expanded to view
the contents of my computer.

This thing is bizarre.

what tweak shows a monitor icon in windows explorer?

I installed one of the tweaks included in the Advanced System Tweaker that installed a monitor icon in windows explorer that allows you to see the contents of my computer. Can anyone tell me what tweak placed that icon there?
