New HD, formatted, to be used to install Windows 7 Pro.
No disks, drives or partitions found.
How do I proceed?

It needs to be initialised.
I think this article should go some way in helping you with that but I'm not sure if you should be naming it New Volume.

As it's for Win 7 then perhaps you should chose MBR instead of GPT with it being an older version of Windows but when using a drive in excess of 2GB you would need to use GPT.
I didn't have any such problems when I replaced a HDD in one of my laptops but I used a system image to load everything back on rather than a clean install.

DskMgmt shows drive w/"no media."
EaseUs Master Partition Manager claiming to fix problem does not show problem drive!

What I was asking was if the HDD isn't listed, how did you select it to format it ?

The HD was new and I formatted it thinking that was necessary for the Windows 7 installation.
Apparently, my mistake as I ended up with a "no media" drive.
Can it be fixed?

If the steps in this article don't resolve then see if you can get a RMA by telling them it doesn't work.
