This was in the log results
The system cannot find the file specified.
Could Not Find C:\ProgramData\Microsoft\Network\Downloader\qmgr*.dat
I remember deleting this file so I would not get the win 10 update notice pop up anymore.
Could this be causing the repair of win update by tweaking to fail to resolve issues ?

No, that shouldn't affect WUs as deleting that file is part of the manual steps in resetting Windows Update Components -

To stop GWX you can use the GWX Control Panel which you can reverse should you want to upgrade.

Have you run the Pre-Scan in Option 2 of WR to see if you have any corrupt Package files etc. as they can affect WUs.
If they are okay then you can try the System Update Readiness Tool (SURT) then view its report in C:\Windows\Logs\CBS then double click on the Checksur one which will open in Notepad, but see what a sfc /scannow has to report first.
Not sure if you know how to do this but go Start - type cmd - right click on cmd and select Run as administrator - accept the UAC then enter sfc /scannow
If it reports that it is unable to repair some files, run SFCFix.exe from http://www.majorgeeks.com/files/details/sfcfix.html which may/not be able to repair, but will show that in its report.
If that is the case and the Pre-Scan doesn't show any corruption then run SURT.

SFC all OK
PreScan ran, found problems in both category, accepted repairs.

Yes, it can do that - just leave it to see how it progresses.
What is the CPU doing in Task Manager ?

SURT did finally complete.........."Installation Complete"
I checked the Log , and No Errors.

I tried to run Win Update again, but same result, Hang at "Checking for Updates" screen.

It may just be a case of letting it get on with it and they will come in their own time as they have done on my other Win 7 laptop for the last two months.
I just left mine running overnight and in the morning they were waiting to be downloaded - which also took its time with downloaded 0% for ages before any progress was made.

Follow Up status
I let it run "Checking for Updates" for about 5 hr, and it finally found and installed the updates.

It can be annoying and tear hair out time when Win 7 check for updates doesn't work as smoothly as it once did - I just stopped worrying about it when I found there was nothing I could do about it, except wait.
