You can get the Windows Installer and Windows Update from http://www.sevenforums.com/tutorials/236709-services-restore-default-services-windows-7-a.html
This one is for BITS http://download.bleepingcomputer.com/win-services/7/BITS.reg
You may also need Security Center, but check services first.
Can you also check in services.msc that the Base Filtering Engine is showing as Started and Automatic.
For the BITS, click on Run and accept the UAC when prompted, but I'd run an antimalware scan with a robust scanner such as the free version of MBAM as an infection can take out those type of services.
https://www.malwarebytes.org/mwb-download/
Click on Settings/Detection and Protection and use the dropdowns to treat PuPs and PuMs as malware before running the scan.
ESET has a services repair program you could try running first, but if that fails to resolve, then use the links to manually download/install them.

My program does put those services back, if they are still missing then you have something deleting them, which is common for a virus to do.
So I would run adwcleaner, malwarebytes anti rootkit and any other scanner you want to make sure the system is clean. No one scanner is perfect so running a few of them is always a good idea.
