Title: The Extended Attributes are Inconsistent

I keep getting this error when trying to open any executable file. Please help

Running Windows 7 64 bit btw. To resolve this problem I had to disable UAC.

Need a real fix, instead of disabling UAC.

Post a screen shot of the error for me so I can see. And since you had to disable the UAC to get it to work makes me think it might be a permissions problem. But lets see the error first so I can research it :-)
