I'm trying to run 2 different application (only 1 at a time). App1 requires IE8 and App2 requires IE9 on a Windows 7 machine. From what I have read this only seems to be possible with VM software.
I know you can make dual boot systems by partitioning the HD. What I'm wondering is if it might be possible to run Win7 on both partitions, one using IE8 and the other using IE9?
Any info or direction is appreciated. Thanks.

Yes you should be able to dual boot, doesnt matter what version the other OS is, even if it is the same version. Dual boot just means what boot manager it launches. So you have have a different version of Windows or the same and dual boot.
For myself i always use VMware, you can also use the free virtual PC. That way you only have the one OS to boot and you can keep the virtual ones backed up easier :-)

I was hoping for that outcome but I didn't know about virtual PC, which sounds like an easier option.
