I have tried your All In One Repair Program, but it doen't help.
So I help you to help me and other :)
Here are my sympthoms:
Windows Backup fails 0x81000019
Eventviewer shows (sorry german):

HRESULT war 80029c4a.
Fehler im Volumenschattenkopie-Dienst: Eine vom Volumenschattenkopie-Dienst benötigte kritische Komponente ist nicht registriert. Dies kann geschehen, wenn bei der Windows-Installation oder bei der Installation eines Schattenkopieanbieters ein Fehler aufgetreten ist. Der von CoCreateInstance für die Klasse mit CLSID "{faf53cc4-bd73-4e36-83f1-2b23f46e513e}" und dem Namen "VSSEvent" zurückgegebene Fehler ist [0x80040154, Klasse nicht registriert

I have tried every tipp I have found via Google like register DLLs.
Some DLLs give a 0x8007005 or 0x80070715 failure.
Some give 32 and 64 bit failure ... with both versions of regsvr32
Maybe you have an idea :)

What version of Windows and what repairs did you run?

Your AllInOne ... the Default Scan

When you say default scan do you mean when you went to the repairs window you started with the default selected repairs?
Was file permissions enabled as well by any chance?
