Title: CANNOT FINISH DOWNLOAD AND/OR INSTALL

Iam unable to finish any downloads, or then installation is stopped by various errors like:
Error Setup was unable to create the directory "C:\Users\User\AppData\Local\Temp\is-I4RJF.tmp"

and also: ASC.exe - System Error The system can't start because madExcept_.bpl is missing from your computer. Try reinstalling the program to fix this problem.

And 7 or 8 other miscellaneous errors. Nothing I have tried so far has solved the problem. Any ideas?

I am using IE9 browser and Windows 7 Home Premium 64bit

Try this anti rootkit scan first (This is different than their normal scanner)
http://www.malwarebytes.org/products/mbar/

And let me know if it found anything.

If it comes back clean, have you ran my Windows repair tool yet? And What antivirus do you have installed?
