How can I turn off password-protected.  Most file are in Outlook .pst.

What are you trying to open that is password protected?

They are  all files in Outlook- Personal Storage Table (PST) File.

Does your user have administrator rights?

On the folder the files are located in, do a right click and select Properties.
Across the top tab select Security.
Select Advanced.
Post a screen shot of the window.
