Is C:Windows\Temp\vss_start.bat hard coded in tweaking?

I have changed my system TEMP variable to another drive because my system SSD is rather small.
Tweaking seem to ignore this and creates the vss_start.bat still in C:\Windows\Temp.
Is there a way to change this?

It's my understanding that WR runs in C: as that is where it is installed, but I'll pass your query onto Shane.
