Current Repair Failed to Start 4 Times - Windows 7

The current repair has failed to start 4 times.
Something is keeping the repair from running.

A restricted program was blocked: time/date.cpl in Win32 in Windows 7.  Tried to fix it is Windows Repair but program failed to start 4 times.

Any help is required or suggestions.  Thank you in advance.

Can you boot up into Safe Mode with Networking before opening the program to see if that resolves ?

Also can you check Event Viewer to see if it has recorded anything for the date and time stamp of when you found this problem ?

What is the reason why you needed to run the repair program ?
