Windows Credential Manager Error, Code 0x800706BA

I'm experiencing the same problem as what's described here:

I'm using Win 8.1 Home 64x. I only found out about the problem yesterday when I realized that Onenote kept asking for a password, and one solution involved accessing the credentials manager.

I tried Windows Repair, and it didn't fix it. I also tried the ff. using an admin account;

1. checked to see if RPC and other services are set at automatic and running;

2. checked RPGEdit to see if the start variable for these services are set at 2;

3. sfc /scannow;

4. checked to see that file and print sharing and IPV6 are enabled in the network adapter properties;

5. made sure remote assistance was allowed in the firewall;

6. reset Internet Explorer;

7. uninstalled the antivirus;

8. tried safe mode;

9. tried another account;

10. tried clean boot;

11. system restore using a point at 11/10; and

12. used a full backup from 11/5 (the earliest I have).

The only thing that fixed it was a Windows refresh, but that means that I will have to reinstall and reconfigure many apps, etc.

For now, I restored the whole system, with the problem still taking place.

If there is a way for me to fix this problem without having to do a refresh, I'd appreciate it.

I managed to avoid doing a refresh by doing a repair install. That is, I inserted the Windows DVD, ran setup.exe, and selected the options to upgrade and retain my settings, files, and applications.

I'll pass this onto Shane as WR v4.5.5 was designed to resolve this problem.
