 In Safe Mode With Network Environment
When the program is started, an error occurs with no picture, and the program ends.

* The OS uses Windows7 Japanese version.

Probable cause
When specifying the file path for the icon, the path is not enclosed in double quotes.

When outputting a file in the program
If the full path contains spaces
In Japanese environment (or multibyte character environment?)
It should be necessary to enclose the full path with double quotations.
Otherwise, file output fails due to white space.

ex. (File specification in Japanese environment)
NG C: \ Program Files \ icon.dll
OK “C: \ Program Files \ icon.dll”

Presuming from the above, the icon display file
Double quotes are added when editing paths
Presumed not to have been done.

The addition of double quotations
We rely on the function & ASCII code table.

As you have Win 7 Ultimate installed, can I assume that you have a Win 7 Ultimate install disk with which you can perform a repair install which won't affect your personal stuff or installed programs ?

Are you able to download the free version of Speccy which tell you your product key under Operating System.

Google for how do I create a win 7 iso then enter the product key into that website and click on Verify where it will release the ISO download to create a bootable disk.

That will be about 3GB so click on Save on the download.

This is the UK website for that but it would be best if you Googled it from your location.

A Google may produce more than one link so use the Microsoft one.

You'll also need to download Windows USB/DVD Burner Tool to create the bootable disk.

You can change the language before you download.

If you have been able to do that then open Windows Explorer - click on Computer and insert the disk.

Double click on its drive where that should start the process.

This may take about 2½hrs during which you will be prompted to enter the product key.

When you double click on the USB drive, that will open to its files where you then double click on setup.exe Application where the process will start.

The purpose is to reinstall Win 10 in a way that it doesn't affect your personal stuff or installed programs.

Prior to 1903 I had done a repair install a couple of times and is quite safe.

I did trial a repair install on 1903 and it took about 7¼hrs which was a lot longer than on the earlier versions of Win 10.

Apologies - I'm more used to dealing with Win 10 these days that I forgot that you were using Win 7.

Yes, the same applies for Win 7 but you will be prompted for the product key.

This article is in English but you may be able to get it in Japanese when you Google for how do I repair install win 7 from your location.

This article suggests that you back up your Drivers folders onto something like an USB and they can be found in C:\Windows\System32 and there may be 3 or 4 of them.

They can then be drag and dropped back into System32 after if needed.

I felt that I couldn't predict that I needed a repair tool.

The folder that Windows Repair acquired from the environment variable TEMP is

Modify the environment variable TEMP setting to the Windows standard state
Continue maintenance.
In safe mode with network environment
Results of running Windows Repair several times
Because we were able to confirm that the monthly patch of Windows Update was applied
Judging that the maintenance has been completed,
I am writing this report.
(Such as continuing to say that Windows 10 application failed)
Although minor bugs remain, it will eventually be moved to Win10
(It is judged that there is no problem in practical use)

Unfortunately the free upgrade to Win 10 is long gone.

In rare occasions the machine was not compatible for Win 10 but an antivirus program could block the upgrade.

I think I had to disable my Norton antivirus on one machine before it would accept the upgrade.

If you'd Googled your problem at the time then there may have been suggestions you could have tried.

You say you still have a few bugs - what are they ?
