How long should |I wait before giving up?

A MS tech is running Windows Repair 2018 (v4.0.18) on my computer. I haven't seen any progress for 2 hours. It is running Propagating inheritable ACEs and has been at 99% 13109 Total: 13129 for 2 hours.
The Tech tells me it just takes time but I think the program is stuck in a loop.

Should I keep waiting or is the program stuck?

Can you see any change in the CPU usage ?

If you can then it is still working.

What repair number is that one ?

What is the problem that you needed to contact MS ?

Yes, the cpu usage was changing.
The Tech is trying to help me install .NET Framework.
He finally gave up after 3 hours.
It was on the 2of7.

Did the MS tech run the .NET Framework Repair Tool - https://www.microsoft.com/en-us/download/details.aspx?id=30135

I think Shane normally uninstalls them and then reinstalls afresh as a solution.

You can't uninstall v3.5.1 as that is part of Windows but it can be turned off and on in Installed Programs/Turn Windows features on or off.

The tech. today didn't run the repair tool but the guy yesterday may have. He tried all kinds of things.
I've tried it in the past and it didn't help.
I need Microsoft .NET Framework 4.5.2 to run Garmin Express.
Now they want to reinstall Windows but the file will not download.
Nothing seams to work on this computer.
The error when trying to install .NET is:
Exe (C:\e21d24f3f04dde2b8f0cdf\x64-Windows8.1-KB2934520-x64.msu) failed with 0x80240017 - (null).

These numbers don't appear to mean anything to the MS Tech's. They just keep trying what appear to be generic solutions.

Did you get any other updates with this one and did they install okay ?

You could try a direct download from the MS Update Catalog if that hasn't been tried already.

Yours is the second one.

No doubt they will have tried the Update troubleshooter, the dism /restorehealth and sfc /scannow commands ?

Did the MS tech run the repair program's Pre-Scan to see if there was any Package corruption ?

This would also show up in a sfc /scannow as not being able to repair some files.

What sometimes works if the direct download doesn't, is to install all but the .NET Framework ones and leave those until last.

Looking at the release date for that update, you probably no longer have a restore point that will take you back to before they were installed, but if you have - use it to go back then install all but that that one and then see if it will install.
