I have Norton Security and it went through a phase where it objected to Windows Repair - it's a false positive,
The workaround was to whitelist
www.tweaking.com for a while until the Definitions moved on.
However, as Kaspersky should have been isolated in Safe Mode, I'm not sure why you were still unable to install.
Are/were you able to install any other programs ?

In Win 7 you access it via Start - All Programs then scroll down to Tweaking.com and expand it then click on the Uninstaller.
Since getting back to Win 7, can you run a chkdsk /f and note if it reports any KBs in bad sectors.
If it does, then run a chkdsk /r and create a full system image onto external media.
When done, run a sfc /scannow to see what that reports.
