If the fan seems to be working harder than normal then you may have an overheating problem.

You may be able to check the temps in the BIOS or download the free version of HWMonitor.

https://www.cpuid.com/softwares/hwmonitor.html

Use the first download link down on the left.

Generally the temps should be between 50 and 60ºC

Running at 70ºC suggests it is overheating which is why the fans appear to be running the way they are.

If you are using a desktop PC then I would suggest that you open the case and clean out the dust bunnies.

If you are using a laptop then a good blow over with a can of compressed air including the keyboard would be advisable.

Not true. Total nonsense! GPU (non CPU) temperature is usually 70 or higher, up to 85 degrees. See the GPU on the web.
Even the new graphics card showed 70-75o. My cooling system is super-efficient. Huge heat sink and two fans.
You have forgotten what is important. The noise does not translate to GPU temperature only from room size. The smaller the rooms the bigger the noise. I'm in a small room so that's the noise. Then the fan works on automatic adjustments through this noise making the modulation sound.

My Grafic Card, specyfication:
Optimal temp:68oC -90oC
GPU Thermal Threshold1   105° C

Glad you found a program to do it, but I'd watch your temps if you have reduced the speed.
