I can't run EasyBCD after running Windows Repair [SOLVED]

I had a program called EasyBCD installed and running fine before I ran Windows Repair ver. 3.9.33 in Win7. After running Windows Repair I get an error saying EasyBCD has stopped working.  I can't run the program. 
When I run EasyBCD ver. 2.3.0.207  The problem details are:

Did you reboot after the uninstall but before the reinstall ?

See if it works after reinstalling it in Safe Mode with Networking and running it in that mode as Bitdefender could have had a hand in this.

I'll wait until you get back on this to see if I need to pass this on.

Did you run the repair program in Safe Mode with Networking and why did you need to run the repair program ?

You can use Option 5 in the program to use the Registry restore option and then see if the program works - don't rely upon the Restore Point option if you also created one of those.

See if it works after reinstalling it in Safe Mode with Networking and running it in that mode as Bitdefender could have had a hand in this.
I have had Bitdefender off during all of this.
I have Uninstalled EasyBCD.
I have booted into Safe Mode with Networking.
I have re-installed EasyBCD.
I have updated Windows-All-In-One to ver. 34 in Normal mode.
I have run Windows-All-In-One in safe mode with Bitdefender off.
I have Uninstalled EasyBCD.
I have re-booted.
I have Re-Installed EasyBCD.
I have installed Visual BCD.
I'm having the same problem with Visual BCD.  As soon as I start it I get a window saying in needs to close.
I'm thinking something was done to .NET during the first run of Windows-All-In-One ver. 33
I have run .NET verifier on all the versions I have.  They were all successful.
I still think it has something to do with .NET.
 
I'll wait until you get back on this to see if I need to pass this on.

Yes I did.  I also updated it to ver. 34 before running it.
I had a problem with Windows Update.

I was stumped here for a bit but researching the error code I'm 99% sure that windows firewall is blocking the programs you have listed.

If you go to start -> control panel -> security -> windows firewall you should be able to added exceptions for them there.

I have turned off the windows firewall.
I have Uninstalled both programs EasyBCD and Visual BCD with Total Uninstall.
I have re-booted.
I have cleaned out the temp files.
I have re-installed with run as administrator.
I have tried to run them with Run As Administrator.
Both programs stop with the option to Close the program.

I have a couple of other guesses - none that make sense totally to me.

The repair program itself wouldn't touch the easy BCD program. So it must be something else. Perhaps it is a user account problems - or perhaps a VB issue (as both apps are VB).

I'm assuming easybcd doesn't work in safe mode either, yes?

Neither program will work in safe mode.  I'm guessing .NET is damaged.  Even though the .NET verify says they are fine.

.net is a common thread. But, I'm thinking maybe the User Account Control.

If you right click on easy BCD and choose run as administrator..does it work?

I thought I would give re-installing .NET a try to fix this issue.

I downloaded and ran NetFxRepairTool.exe
I rebooted and it didn't fix the issue.
I tried to uninstall .NET 4.7 and received the error in the attachment:
That version was the only version in Programs and Features.
So I Uninstalled .NET 4.7 with Total Uninstall.
I went to control panel, Programs and Features and selected Turn Windows features on or off.
I turned off .NET 3.5.1 and re-booted.
I ran dotnetfx_cleanup_tool with .NET Framework - All Versions (Windows7) selected.
I re-booted.
I cleaned all temp folders.
I ran Windows Update.
It suggested installing.
.NET 4.6.1
.NET 4.5.2
.NET 4.7
I re-booted.
I ran windows update again.
One important update failed:
Internet Explorer 11 for Windows 7
All .NET updated installed with no errors.
I re-installed EasyBCD with Run as Administrator.
I received an error (attached) for a registry entry to point to the .NET Framework install Location.
I exported the registry link from a different Win7 install.
I removed all entries except InstallRoot from the reg file and installed it on first PC.
I Uninstalled EasyBCD with Total Uninstall.
I removed any registry entries with EasyBCD.
I re-booted.
I installed EasyBCD with run as administrator.
I'm getting the same error.  EasyBCD stopped working.

I have no idea what is causing this.

What does it say when you click on View problem details in your last pic and does Event Viewer record anything with a time stamp for when the program failed ?

I included that information in my first post.

I have done an repair install.  That fixed the problem.

I thought Shane may have wanted to find out what caused this during the All In One repair.  He may have been to busy.  He may not have wanted to look at this issue.  Sometimes it's just a timing issue.  I couldn't wait an longer.
