Download the program called "Windows Repair", available from Tweaking.com and run the program with the box "Repair Windows Update" ticked. It helped me to solve a similar problem.

This program can solve more problems in your Windows system. Try it.

Also try other options in Windows Repair (WR). My best guess is that you need to run - at least - "Reset/Repair policies" from WR v1.8.0 as well. And disconnect the computer from the internet while you're running WR.

Did you preserve update programs from previous updates ? If so, then they could be infected as well.

How many updates was it not able to install? Can you post a screen shot of the error when you get it?

If the repair Windows update didnt fix it then the problem might be with something else, like the MSI and such since the installs need that as well.

Did it install the other updates just fine though?

Reason why I ask is if the other updates installed fine then it isnt Windows update that has the problem, but rather something that that one update is trying to change.

You can try installing it yourself
http://www.microsoft.com/en-us/download/details.aspx?id=29804

And this is what the update is for

To open Event Viewer, click Start, click Control Panel, click Performance and Maintenance, click Administrative Tools, and then click Event Viewer.

Yeah that error means that there is something that the update needs on the system but it isnt there. Just need to find out what

It may show in the event viewer.

Download this batch file to your Desktop and double click it (you may need to right click and run as admin) and post the KBLayouts.reg, KBLayout.reg files along with any faultykeyboard.log files that it copies to your Desktop.

The batch file is 100% safe. If you right click on it and select edit you'll see that it exports (Backs Up) 2 registry keys and copies any faultykeyboard.log files it finds in the %WinDir% (C:\Windows) to your desktop. These logs are needed to find the bad reg values in the exported reg keys. These values need to be deleted so that your Update will Install. The batch file doesn't delete or change anything on your PC at all just gives the info needed to fix it. If you would rather do this all on your own manually the info is here:

So a bit more research into this shows that there are a couple of possible issues that may cause this. The 1st being the one I mentioned above and the second pertains to some security settings that may be interferring with the install. We'll address the 2nd one first since it looks like MS has a FIX IT solution (Method 1) for it at the bottom of the page here: http://support.microsoft.com/kb/2686509  or see Method 1 below.

EDIT: Method 1 is as follows:
1. Run Microsoft Fix it 50882. http://go.microsoft.com/?linkid=9812279

2. Install the security update.

3. Run Microsoft Fix it 50883. http://go.microsoft.com/?linkid=9812280

If that doesn't work then you'll need to do the following:

Run the batch file above and post the files so Shane or I can help you to fix the registry entries that need to be deleted. If you want you can also export the reg files manually and search for and find the needed log files manually (read the info in the link above). I just made the batch file to take some of the work out for you. Just trying to help. If you post them I'll create a reg file that will have the needed repairs in it and then you should be able to restart and then try to install the update again. Keep the exported reg files that are created on your desktop as a back up.

Yes and then post all the files created on your desktop. There should be 2 .reg and 1 or more .log files.
