WR 3.9.5 Error: Access Denied. How to fix it ?

Run the WR (SAFE MODE)
but everywhere in the logs shows "Access Denied"
The error is repeated almost everywhere.

How did you fix it?
Of course I'm logged in as Administrator (I have the Administrator account)
