error after updating to 3.9.5

Operating system win 10 pro. I opened window repair and it said new version available, so I downloaded it. Get the following error when I try to run it.

I need you to uninstall and reinstall windows repair and try running it in safe mode.

Thank you for your reply. It does run in safe mode. I ran it last night hoping it would fix the problem. I've uninstalled and reinstalled and get the same error. It's made to run in safe mode anyway, just have to do it manually. Hopefully the next version will fix my problem.

Hold up this is not at start up? This is during a repair which one? That changes a lot....lol
