Can you check that error code again - should it not be 0x80073701 ?
Open a Command Prompt (Admin) and enter or copy & paste -
dism /online /cleanup-image /restorehealth
This can hang on 20% but will complete.
Follow that with sfc /scannow
If that reports that is unable to repair some files then enter or copy & paste -
findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt
This will put an icon onto the desktop that will open the CBS log in Notepad which you can then copy & paste.
Sometimes an AV program can baulk Windows Updates but as this is the only one "sticking" and which others have had problems with, it may not be that for you.
Disabling your AV while trying the install again would eliminate that as the cause.
Depending upon what those cmds report, you could try the applicable direct download link from
http://www.tenforums.com/windows-10-news/26221-cumulative-update-windows-10-kb3097617.html but if the problem relates to Package corruption, then run Windows Repair.
